CLAN Language Schools. Change of Use Application

On 30th July 2025, Calton Planning secured detailed change of use planning permission from the City of Edinburgh Council for CLAN Language Schools. The application requested the change of office premises (Class 4) at 10a Rutland Square to education space (Class 10).

Calton acted as the lead project manager and planning consultant on the application. We guided the client from the selection of premises / early strategy through to the decision.

This permission enables the reuse of the vacant office space for a language school. Bringing this part of the Grade A Listed building back into sustainable and productive use. No physical or internal alterations were required to accommodate the language school. As such, the development utilises the Listed building in a manner that preserves the building’s special interest and historic fabric. As well as the character of the surrounding area. The use will complement the existing mix of businesses within Rutland Square and will contribute positively to the vitality and long-term viability of the city centre.

City of Edinburgh Council determined the application within the statutory timeframe. This illustrates that a comprehensive planning submission pack, combined with proactive and collaborative engagement with the planning authority, can deliver timely results.
